234A 234F SECTIONS?

Whenever we have 234a we can say that there will be 234f also? Or when there is 234f there will be 234a also??

If payment of tax is due, then both 234A and 234F are applicable. If no tax is due but there is a delay in furnishing of return of income then only 234F is applicable.
