Sell of agriculture land in rural area is not capital asset and hence not taxable under capital gains. But can it be taxable under any other head?

No first of all it's not treated as transfer

Yeah not a transfer.

No there is specific exception to transfer of capital asset. If under head it is exempted then its not taxed at all
