Alternation of MOA

In every clause company has to pass Ordinary resolution or Special resolution along with some additional permission from RD/ROC Example - Registered office change of state . Company is required to get permission from RD . My question is First permission then Resolution Or vice versa ?

Resolutions are first passed. Infact for permission we also have to attach copy of notice, resolution passed and minutes of AGM / GM in which such resolution passed
