An assessee can right to choose option between old and new tax rates or not ?

1. To follow only new slab rates? or to choose any slab rates ? 2. Assessee can choose to select old or new tax rates which one is better for that? OR mandate to follo only new tax rates ? 3. Students can follow the old tax rates is it possible?
