The boe shall become material only when the drawee accepts it.hence you can endorse only after acceptance.

That's correct only but BOE can be endorsed before acceptance too and if so done drawer of BOE will be primarily liable and it is his duty to make the accepter accept

If we carefully read the NI Act, BE can be Dishonoured due to non acceptance even after endorsement (section 91). Accordingly we can say that BE can be endorsed even without acceptance. However, unless accepted by the drawee, the primary liability is that of the drawer.
