Can anybody tell me why is the interest of the first bill Rs 172.60 is also added to the second bill ? (Check the last two steps to know what I am asking)

It's quite simple, as the question puts a restriction that the first bill amount must me 10,000 ,you can't add interest to that. Hence it is added to the second bill.
