When a person is not allowed to do Inter-State supplies if he wants to opt for composition scheme, then why is Inter-State supplies added to compute his aggregate turnover to check if he is eligible to avail composition scheme?

till date he might be doing inter state suplies right so when we check aggregate turnover we include inter state supplies once conditions are satisfied and he opts for composition scheme he will not do inter state supplies
