Cheque

Because in both cases , the drawer of the bill/cheque already know that the instrument is or will be dishonoured. In case of cheque, the drawer drew cheque knowing there was less balance and would be dihonoured. In case of Bill, the drawer himself informs the holder that instrument will be dishonoured. Notice of dishonour is needed when drawer may not be knowing about the possibility of dishonour.
