Communicating matters to Mgt or TCWG?

I have confusion regarding To whom auditor should communicate the matters - Mgt or TCWG If Mgt and TCWG are diff ? And is there any hard and fast rule ?

TCWG means board of directors / audit committee / Board of trustees etc. First matters are communicated to Managament and then TCWG

Are there any cases where auditor need to communicate matter directly to TCWG or it goes first to Mgt and based on intensity communicate to TCWG ?
