Does the sec 10 and the notification (composition levy scheme) are same or there are any difference

Both are different, Composition scheme is eligible for person dealing in goods along with service but in order to provide relief for person exclusively engaged in service (not eligible for composition scheme) notification is issued whose aggregate turnover is upto- 50lakhs @ 6%.
