In this question fee for technical services it is not clear about by whom it was paid (ie.,by residents or non residents) then how to compute whether it is Indian or foreign income

But in provision is it is mentioned like this?

Yes if any income is received in India( irrespective of wherever it accrues) OR if it accrues in India ( irrespective of wherever it is received) OR Both accrues and received in India shall be indian income
