If the service of dept of post given to CG, SG. Then RCM will be applicable?

Department of Posts by way of speed post, express parcel post, life insurance, and agency services provided to a person other than the Central Government, State Government, Union territory; are not covered under RCM, so for CG,SG are taxable under FCM. Also services like basic mail services post card, book post,registered post, money transfers are covered under exemption.
