"Auditor may suspect or, in rare cases, identify the occurrence of fraud,the auditor does not make legal determinations of whether fraud has actually happened" What do they mean by "legal determination of whether fraud has actually happened" Sir ?

legal determinations means An auditor cannot give a judgement like a judge in the court. He/She cannot punish the Auditee.

It can be auditor cannot investigate whether the fraud is really happened like a police
