In simple terms if we have to understand this Assuming you watch cricket lets say ICC brings a new amendment in cricket that now test match will be also be played with "Pink Ball" and this amendment came about by ICC (amendment) act, 2019 (hypothetical). Now if in the future ICC (amendment) act, 2019 gets repealed, still the amendment made in this act shall stay intact and active. Same goes for any other act which is repelled but its amendments stay as it is. If there is any other doubt, let me know.
