Repeal of an act does not affect the RIGHTS / OBLIGATIONS which arose under the enactment which is repealed.

Then what is the difference between deletion and repeal?

See Repeal of an act is nothing but removal of an act. Some acts are repealed with re-enactment whereas some are repealed without re-enactment. Ex: Companies act ,1956 was repealed with re-enactment. The repeal of an act doesn't affect any RIGHTS/OBLIGATIONS which arise under the enactment being repealed. Simply Repeal has no effects.
