Is paper 8 exempt me?

I cleared Group 1 IPCC in NOV 19, and converted to INTER in Feb this year. I am hearing from a lot of my friends that I do not need to prepare for Paper 8 i.e. Eco+FM as it is exempt. Is it true? Can anyone confirm?
