At the last stage in formation os AS, when the AS is given to MCA for use by companies, is it open to changes or modifications considering MCA opinion? or MCA has no say?

My final course conversion application has been approved in july month. Till now GRoup-1 and self-paced modules A,B physical copies are available at CDS portal.Group-2 books haven't been uploaded yet. How many coupons are allotted to the final student ? Is it single coupon for whole study kit or per group coupon allotted ?Should I order first group books ?Please guide.
