If we have produced 90,000 per unit but the normal capacity is 1,00,000 if we consider the value of the 90,000 unit as cost of inventory then how can we charge 10,000 unit to P&L which is not sold.

Both sections are different. Sec 24 says, where any act is repealed and reenacted any notification, order, scheme, rule etc issued under the repealed act shall continue in force. Sec 8 says If in any act, reference to any repealed act is given, It will be construed as reference to the re-enacted act. Sec 24 talks about notifications, orders, schemes, rule etc issued under the repealed act Whereas, Sec 8 talks about the reference to repealed Act in its entirety.
