What if the employer has decided not to pay tax on the value of non-monetary perquisite provided to the employee? Will he deduct the tax for such value of non-monetary perquisite from the salary paid to the employee?

The formula of content ratio is internal transfer divided by cost i.e. purchases + Direct expenses+ internal transfer but in the answer it is computed without direct expense.why??
