Consequences of non registration section 69 What does " No relief to partners for set off of claim" mean? And Exceptions: The right to sue or claim a set off if the value of suit does not exceed rupees 100 in value. What does it mean? Please simply these 2 points for me. Thank you.

I have a doubt regarding the functioning of GST. Example: A person gets inward supply by paying Rs.1000 as GST and claims it as ITC.He sells the same by collecting Rs.1500 as GST and Remits Rs.500 to the Govt as GST.The 2nd seller again sells (on which he has ITC of Rs.1500) by collecting Rs.2500 as GST and Remits Rs.1000 to the Govt.Here,The actual revenue to the Govt is Rs.1000.The amount claimed as ITC by the 2nd seller is Rs.1500 (but the actual amount of Rs.500 only remitted to Govt but he is claiming Rs.1500.Is it loss to the Govt ?)If you have any idea ,share your valuable thoughts
