Chargeable expenses are direct expenses. So, they have been accounted for. But overheads are also given in the question. Why is it not accounted for?

the info of overheads is given for chargeable expenses , here chargeable expenses are not direct expenses they are overheads

Why canâ??t bill of exchange be payable on demand?

Important word here is can't be payable to bearer on demand. This right has been reserved for Bank / Central Government only. It's because allowing so, will make it similar to currency note and would create parallel money
