[(d) the company having consistent track record of distributable profits for the last three years]; Why is this rule omitted from Rule 4 of Companies (SCAD) Rules ?

It was done probably to extend its scope to current age companies like startups who may not have consistent track record for profits and founders / promoters may want to retain more control while diluting.

GTA service provided to govt department, local authorities or govt agencies which has taken register under sec 24 for the purpose of deuction of tds under sec 51. GTA opted to 12%. What's the tax compliance to both. And what if opted 5% instead of 12%?

How do we got the months of interest of capital and drawings

For Drawings: Interest is to be calculated from the date of drawing the amount to end of the financial year. For example in the above problem, A's first drawing was on 30th April. Therefore, we need to calculate the interest on that drawn amount from 30th April to 31st March i.e.for 11 months. For Capital: It is simply how much period that capital stayed in the business.
