Non-tariff measures (NTMs) are generally defined as policy measures other than ordinary customs tariffs that can potentially have an economic effect on international trade in goods, changing quantities traded, or prices or both . Does the sec 10 and the notification (composition levy scheme) are same or there are any difference

Both are different, Composition scheme is eligible for person dealing in goods along with service but in order to provide relief for person exclusively engaged in service (not eligible for composition scheme) notification is issued whose aggregate turnover is upto- 50lakhs @ 6%.

In cost of capital chapter , under YTM concept there is no concept clarity on some of the technical words like IRR, present value cash flows etc,. These concepts are explained in Investment decisions and time value chapters.Should we see the modules of these chapters before pursuing cost of capital to get concept clarity?

The IRR concept is basically explained at Foundation level and is also covered in Accounts. The topics explained are in the sequence of the institute material. So please go through Time value of money and Investment decisions chapters before you study the concept of YTM to understand the terms mentioned.
