If the average return of the portfolio is given, then can we not also calculate Portfolio beta and substitute in the CAPM return formula and arrive the market rate?

These are banks which are promoted or financed by other public financial institututions. They provide both , financial and operational support. RRBs are sponsored by public sector banks. Like SBI, Punjab National National bank are sponsored bank for many RRBs like Andhra Gramin Bank, HP Gramin banks etc.

This is just how the law is drafted. Although your reasoning is correct. Ideally all creditors should also be disqualified to be deposit trustee. But some creditors may not have much power as there debt might be small. However, please note, a person who has "material Pecuniary Relations with the Company" shall not be qualified to be a deposit trustee. This is a broad point and in case a person has material monetary relation including being a creditor with a bigger debt due, he shall also be disqualified to be deposit trustee.
