Yes. But for GST authorities, exchange fluctuation does not make any difference. If you see in imports cases, duty is paid on value determined as per exchange rate and paid to authorities.

sir actually DTL is also a liability then why it is not considered in that calculation! my doubt is even DTL also should add in that calculation of Fair value of Gross Assets

We are testing gross assets hence DTL will not be considered. DTA is not considered as they do not represent real assets as such.
