But in this question it is not written that the agent is appointed with the consent or knowledge of the principal then how he is a substitute agent and not sub agent

Usually, Substituted agent are specialized in some skill and appointed only for that purpose with the consent of the Principal. Whereas sub-agent are more general in nature with regard to their job. In this question, Rahim is a reputed Auctioneer. Hence, we have assumed him to be a substituted agent. In case you have doubt regarding this in exam, you can quote answer from both angles (sub agent and substituted agent)
