If f-block 2018-21 one journey made. Can I carry forward one remaining in that block 2018-21 to the next block 2022-25. Is that correct that the block of 2022-25 I can make three journeys. And one of such should made in 2022

Yes, it can be carried forward to 2022-25, but journey should be made in the first year only ie in 2022
