Those companies can not be called as listed companies...it's just a list that's all

The basic reason for getting the stock listed is to ensure the security of funds invested by investors (open public),and people generally invest in equity shares,so to the ministry has divided the companies into several classes of company,and framed rules and regulations as per the investors associated and their financial interest,in the above list the general public are not majorly involved,so they excluded from the definition of listed company
