In the below question of dicey pvt ltd. Given ans. Is that" it is in compliance of provision "but the quorum is not present within half an hour thus it shouldn't be non compliance??

Its within compliance because at the time of 2:45 quorum is presented and attending meetings

Here the question is silent as to whether quorum was present within half hour or not. So please quote the relevant provision and then state answer from both angles assuming whether quorum was present or not in first half hour.
