I think the answer is A because there are two things to be done. The first one is implementing a strategy and the next one is monitoring it. To check whether the strategy you've implemented is implemented effectively in the organisation, strategic audit is the solution. Then to implement a strategy we consider the objective,goal,strengths and weaknesses,etc of the organisation. As strategic change includes implementing the strategy by considering all of the above, it could be the right option. One of the answer is strategic audit but I'm not 100% sure with the other option i.e, strategic change.
