Old to new scheme conversation doubt plse give me a gudiance

Dear friends and honourable indigo learn moderators My uncle's son registered CA course through direct entry on July 2019 .but still now he didn't clear any single group. But coming July itself his old Course registration is going to end..... My doubt ,can he convert in to proposed new scheme of ICAI as of now??? 2023..
