No, I'm asking RCM is applied for certain transactions whether or not supplier is reg or not? And In RCM cases only recipient should pay tax? In GTA 5%RCM & 12% FCM so,supplier required to pay gst if he reg and if any RCM cases arises then supplier won't pay but recipient will pay?
Under all RCM cases recipient is liable to pay GST except in GTA and transportation, author cases where they gave the option for supplier to either opt for RCM OR FCM If supplier is registered and supplying g&s which are chargeable to tax under RCM -he will issue invoice but will not collect tax recipient only will pay tax If supplier is unregistered and supplying g&s which are chargeable to tax under FCM- SUPPLIER cannot issue invoice also

Yes for specific transactions covered under Section 9(3). However, in certain cases Section 9(3) RCM will apply only if recipient is registered person.
why gst law pay tax under RCM? Because, registered person only can pay gst, obviously that person will pay gst and if no body registered then no one will pay gst so,what is the motive behind to implement RCM?

If a transaction is covered under RCM then the recipient should take registration mandatorily as per Section 24.
