If The offer letter and the revocation of offer letter reac the offeree at the same time, will the offer be considered revoked or active.?

That's depend on the fact which one latter the offeree saw first Condition 1: where he saw revocation latter the offer would lapse. Condition 2 : where he saw offer latter the offer would be in existence.
But in ICAI module it is written that revocation is absolute
