SA 210- Incorrect or Correct

Doubt in the 3rd question under correct or incorrect. Please let me know if my answer may be considered appropriate or if correct or incorrect evaluation will be a hard and fast rule. Attached Question and Answer as per RTP Nov 19. My answer: Correct. SA 210 does not define the preconditions for an audit. It solely discusses the means by which it may be arrived at. Primarily, methods may be and include discussions with management as to reporting objectives, nature of engagement and framework. It may also be arrived at if there is any mandate as per statute/government order about the audit engagement.

I'm not able to understand the rationale of the answer given in the RTP Sir. The question is that SA210 does not define the engagement preconditions. The answer however talks about management concerns and says that SA210 does define engagement preconditions. I'm very confused. Could you please explain the rifgt answer sir?
