Accepting is for new engagement and continuing refers to existing engagement ( recurring audits) In both of these, while taking up the assignment, we need to do some study. Those are the factors discussed here.

SA 220 deals with quality control. The auditor should check some qualities (like integrity, capabilities, etc) before acceptance of an engagement with a new client. For example a ca student wishes to join a class, before joining he should check some qualities (like good teaching, etc)in that coaching class. Once he was satisfied then only he joined the class right.
