Why "Employee contribution to PF" is not qualified for deduction u/s 80C in the case of Unrecognized PF?

It is like dabba money .. I mean it's not recognised by IT commissioner . They kept privately for sake of employees and not as per law . there by no deduction

Untecognised RPF is like private fund .It is not available in the records of Income tax commissioner
