Why surcharge is levied on the income below the threshold limit.

Surcharge is nothing but tax on tax. If surcharge tax exceeds the additional income then surcharge is restricted to income and then the diff there is treated as marginal relief

Surcharge is levied only if total income greater than 50 lakhs
Why it is levied on total income? Marginal relief is given if surcharge is more than the amount above the threshold limit

Surcharge is not tax on already taxed income by different authorities, it is additional amount charged by same authority as % on tax if the income is more than the threshold amount
