Utility expenses : Direct or Indirect

Sir utility expenses could be any expense between electricity, Gas, Telephone. May it be electricity expense in this case. But still how it could be identified as direct expenses? It could have been an office expense isn't it? Is it just because the expense was denoted closely with a direct labour expense, hence this is also a direct expense?
