Expenses which are incurred oftenly or regularly are categorised under revenue expenditure
In this case as workman compensation it is paid by employer regularly so it's revenue expenditure

Compensation and remuneration to employees are done in normal course of business, therefore it is revenue expenditure. It is a capital expenditure.
