There is no time limit for initiating a penalty under section 271D, but there is a time limit for imposing the penalty once it has been initiated.

There is no time limit u/s 271D. If it is initiated there is a time limit for imposing penalty u/s 275.
within the end of financial year in which proceedings, during the course of which action for imposing penalty were initiated, gets completed or within the end of six months from the end of the month in which penalty proceedings were initiated, whichever is later
