How do we know which centre is in containment zone & which are non containment zone. Did icai provide tat list before giving tat opt out

These things can be only known in at the time of july end not now. So how can icai predict the future

At end of July only after knowing tat they ll start issuing the admit card not 15 days prior to the exam?
