It was said that opt out scheme was go out through exam ..why it is limtied upto 1 4th of November? And what if on 20 th Nov area of center will goes under contentment zone.? Isn't they playing or buffering students mind ? They should either take or adjourned the exam ..why this time they are taking !?

Yes you can attend next may attempt after writing this exam as ICAI has given one more attempt for old students upto may 21.
