Why closing stock of integral foreign operation are translates using the closing rate? Closing stock being non monetary item should have been translated at the rate that existed at the date of transaction ?

Closing stock, being balance sheet item is always valued at closing rate ( rate existing on balance sheet date ) How closing stock can be valued at the rate existing on the date of transaction !? As closing stock is the event not the transaction itself
