Determining the need for BPA (BPA Implementation Step 1)

In the book, one of the reasons given is " lack of Management understanding of the business" I dont understand the logic behind this reason. Sir, if management does not understand the business should not the management be changed instead of making things more complicated by implementing BPA?

May be the middle management does not understand fully. It might be easier to automate the process. Once automation kicks in, the concerned management would be replaced to some extent.
