If a Registered taxable hotel chain suppled service through ECO who is liable to tax under GST?

ECO is liable to pay tax for notified service(hotel is included in notified list), but if service provider using service of ECO is registered then no liability for ECO.Here ECO is not liable as service provider is registered.
