If GTA provides service to unregistered person or CTP.. Then the gst liability is nil.. So will the tax be paid under FCM?

For unregistered person - RCM will be applicable and GTA is required to pay tax, if no liability no tax. But for registered person rcm is not applicable tax is payable under forward charge (CTP is covered in compulsory registration).
