Threshold limit is basically a limit set (eg 20L, 40L) so if you turnover crosses that limit you have to get yourself registered for GST and have to pay , if you fall under that is your turnover does not cross the limit then registration and payment is optional , you will understand more on this in registration chapter of GST.
