is not collection of data from enumerators considered a secondary source?

There is one question: Prove that 33 ! is divisible by 2^15. What is the largest integer n such that 33! is divisible by 2n?

Can you please explain the step that I underlined. Which property is taken in that step? And even if that is (7-4√3)^2 the answer will the different.
