It doesn't matter - simply a certified copy of order of the Regional Director, approving the alteration of memorandum for transfer of registered office company within the same State, shall be filed in Form No.INC-28 at MCA portal.

IF the company wants to change its registered office, then this will be alteration in the registered office clause of Memorandum 12

Agree to your point. However, for companies which mention their state as TN / Maharashtra, usually there is tendency to write ROC's jurisdiction in the MOA itself. So, alternation is applicable in such cases.
