To compute the half fare rate - you need equivalent units from the full fare students also Question says - half of the students travel < 4 kms so its half fare and > 4 km is full fare So full fare students are 25. If you have to equate them to half fare - you have to multiply by 2 (as full fare students pay twice of half fare) Thus the computations
